The best way to build Mualani, or even any character with their relevant stats, is to get enough crit rate and have an EM or HP circlet instead of crit damage. It's usually not possible to do this unless you have an artifact set or weapon that has a silly amount of crit rate but for the past 3 patches it's been easier because of the crit rate artifacts.
