That CC assumes Weeping has permanent uptime on the dual DMG% buff.
It will only buff you for 3 seconds after Lucia does aftershock.
After this, it will fall off.

So it's more like:
- a 11% difference on peak (only last a split second).
- a 18% difference on ramp down.
- a 21% difference off the buff.

On average it's like 17% difference.
