levering, sure, fanning is way more RNG and costs more points. fanning is trash on anything besides regular conversion FMJ. you can methodically wipe a trio with dualies taking careful but fast shots the way you can't with fanning.
levering is borderline overpowered with a ranger or infantry. but we're talking dumdum ammo.
