There is, it's called Meta-Tech.
However, it won't guarantee that the price in GURPSbucks actually *makes sense* beyond its association with point values, limitations, source, etc.
As an example, a cybernetic arm that looks and functions exactly like an ordinary arm, isn't externallyl powered, not subject to Electrical, etc. for [0] points should *probably* be insanely expensive—something only the wealthiest can afford—while a grungy shitty hydraulic arm that technically gives Arm ST will be worth money per Meta Tech.
This is where you should look for someone who has already looked at a revised system for this, like Mailanka with Psi Wars and whatever he calls his stuff... "Chrome" I think?
Anyway, yeah you can also just do cybernetics from scratch or pull them out of Cyberpunk 2020 or etc. and assign cash values and that works perfectly fine.
