If you look at chinese economic plan especially with belt and road what they're essentially trying to do is to revive ancient silk road and maritime spice trade route so they can sell their cheap goods easier, this means they want stable neighbour they could trade with and easily take natural resources
I don't know what america and NATO economic plan is but based on condition in south america, middle east, russia it seems to be destabilisation and to never let any neighbours get too strong
