The tariffs were meant to offset the cost of trumps big beautiful bill. On paper, the budgetary bill was negative some number of trillions over the next several years, and tariffs on paper replaced that loss.
They were basically meant to be replacing/supplementing income tax with a consumption tax, but now that a federal judge ruled them illegal, it's a pretty fucked up situation financially.
