Because it gives you two new areas, one of which you get locked out of permanently, and fills the map with a bunch of bullshit, and the only real impact on the world is a few sobbing NPCs in a couple of towns and some obnoxious as fuck minigames.
Oh and two places get destroyed. Except Bone Bottom becomes functionally useless early on and only exists for interacting with Pilby, and Pilgrim's Rest was fucking useless the entire game so who gives a shit?

I like the idea of Act 3, but it really dropped the ball.
