It's a normally purchased skin, but we don't have any confirmed reappearance on CN if I'm not mistaken.
It was available for some time from Amiya's birthday of December 23rd last year into January, so it might rerun this year same time.
It's one of my favorite l2d skins, really beautiful. I'd say it's worth the 21OP.
