It wouldn't be an issue if their thread enemy was properly dealt with by moderation, and then if they try to discuss, troll or encourage the "thread enemy" to act out they should be dealt with by moderation too.
Every reprisal is itself an act of aggression, and every act of aggression triggers immediate reprisal.
