The EU is working on a plan to fund a “reparation loan” for Ukraine using frozen Russian assets, without triggering a Hungary veto. Instead of seizing the assets, they would be swapped for EU-guaranteed bonds, avoiding legal and political risk.

The loan would only be repaid by Ukraine after receiving war compensation from Russia. Officials say the scheme could move forward with a “coalition of the willing” if Hungary refuses to participate.
