In brief, romance in this case is a trophy. Whoever wins the girl is the big man, the huge swinging-dick Chad.
The way I did it in my big 3.5 campaign was to have a hot, evil as fuck bitch who needed to be taken firmly in hand. When we were doing the big war, whoever captured the capital and the Empress got to take her as a concubine.
But that meant force-marching your soldiers right into the teeth of the assault, to seize Her Highness before she escaped or killed herself.
The party's Fighter managed this, and burned up several thousand GP worth of consumables, half his forces, and a lot pf goodwill. But he managed to grab her before she could escape the palace with her bodyguards.
His reward was the haughty Empress's sexual submission, and the implication that he fucked her so hard (in a fade-to-black scene) that she actually caught feelings for him.
That was it: There were no mechanical benefits at all, and in fact a mechanical cost. But the player loved it, because it felt like a real trophy at the end of a grueling challenge.
