Lauma's tribe grow horns because of a divine bloodline or environmental conditions. It would be uncomfortable to be purely genetic because they are insular and only breed among themselves, meaning that everyone with horns would be of the same shared lineage, causing inbreeding.
Examples such as Varesa having horns, chasca having elf ears or Diona having not only ears but a tail, are never addressed. Characters with elf ears are not treated as different physiologically, nor are animal people to any significant extent despite potentially having additional fucking limbs.
This is a list of the explained instances to my knowledge:
Ganyu is a half-breed with a divine entity and is 3000 years old
Kirara is a cat demon and her corporeal form is malleable
Yae is also a fox demon and her corporeal form is malleable
Xianyun is a goddess and her form is malleable
Sigewinne (Allegedly) was a normal melusine and made a bargain with a hag to save a human friend.
Any other instance of knife-ears or animal aspects are unaddressed and are for "flavor". The most egregious however is:
