Russia rotates its formations from the frontline, unlike Ukraine which prefers to raise new ones, leaving existing ones to be attrited until they are no longer able to conduct effective operations, with the excepcion of a few "prestigious" units.
I believe that this is a consequence of Ukraine prioritising the "political" over the "strategic" and "tactical" in its conduct fighting Russia. Drafting men and sending them to an existing unit is silent, there's no political gain in that, even though more often than not it makes more sense. Meanwhile, if they put them into a new formations they can say "UKRAINE IS RAISING X AMOUNT OF DIVISIONS TO FIGHT RUSSIA", which is a peremoga they can brag about.
