It looks like Valve is releasing all 3 at once while trying to make VR as simple and easy to use as possible, so more people adopt it and they also buy something else with it, like the steam deck or steam machine to accompany it, not just 1 steam product.

Maybe the Steam Frame is testing ground for the Steam Deck 2.
It could be like the next evolution of handhelds and VR headsets. Valve has managed to make all of this compact enough to make it work on Steam Deck, Frame and Machine, wirelessly, so now they can turn the Steam Deck 2 into a VR headset that becomes a handheld as well, like the switch, but from handheld to VR, instead of handheld to dock.
A simple frame clip to wear with a strap for the back of the head that you can easily carry on your pocket, and your handheld snaps in place like the joycons. The steam controllers detach form the screen and become like the Frame's controllers, or you can snap them together to make it look liek something similar to the joycons put together or the new steam controller. the screen will be smaller to make it work with the VR headset gimmick and can divide into two screens when it snaps on the Frame. It can totally work, all 3 in 1.
