I think they are kinda equal in their character development. It's true that series simply have more screentime, but TADC isn't finished yet and they really like to tease their audience. They've only recently revealed Jax hidden side, and we are 6 episodes in already.
Anyway, I choose to believe in Ragatha. Her momentum is astonishing! Chel is a formidable foe though, this much I must admit.
