I don't even know how i was able to miss it for so long, i saw an offhand joke comment about it on a mhur youtube video and immediately logged in to test it myself only to want to bash my head against the wall due to the amount of TIME i've previously wasted saving a civ in the hopes of getting a gp kit only to get an hp kit that i couldn't even carry because my bag had enough hp heal items already.
