It's really deck dependent, you need to know what your opponent wants to do and when. You'll figure things out with experience, but here's a few rules of thumb:
>digivolve or play
Digivolving is safer and cheaper, playing is more of a last resort in most cases.
>dna digivolve or digivolve
DNA cards often don't benefit much from regular digivolving. It's harder to set up, but "when DNA digivolving" effects are usually very strong.
>save a blast digivolve
This one's hard since blast digivolve is a mind game. It's a free digivolve to blast and can fuck up your opponent's turn, but experienced players will anticipate it if you've just got a level 5 sitting out, they'll bait and punish a poorly used ace, or just get rid of your level 5 before you can do it. It's down to experience to know the safest timing.
>When to play tamers
Try to play memory gain tamers early. Tamers are expensive, but there are a lot of digimon that can play them out for free.
