Why are Russian banks raising deposit rates if everyone expects the central bank's key rate to fall and fall bigly from 18% to something like 11% or 12%?

I have two guesses:
1. Russian banks are actually betting on a key rate rise whilst everyone else demands a steep fall
2. There is a low-level (for now) nationwide run on the bank and people are withdrawing their rubles and parking them into assets which aren't held by banks.

It seems bizarre that retail banks are trying to attract depositors whilst everyone and their dog is begging the central bank to make lending cheaper and deposits less attractive. What a weird game they are playing.
