Vivi actually understands Pekora and isn't just a retarded animal. Pekora and Vivi get on like sisters and Moona is some creature that didn't even understand half of what Pekora said to her.
Pekora and Vivi mesh well because their personalities and what they like are a lot of the same so they have a lot to talk about. If you want an example just go look at the minecraft trap creeper building stream and the farming simulator stream where they talked together for 4 hours with almost no dead air. Pekora just mentioned the other day that Vivi is talking to her over discord for movies, Vivi is actually confident enough to strike up conversations and Pekora really likes her anyway.
Comparing Vivi to Moona is a huge insult to Vivi.
