GT writers were certainly thinking of Pan as Goku's kid with how she's written. That one scene at the end of Super Hero where Gohan is playing with her is less than a minute long, and shows more father/daughter bonding between them than the entirety of GT.

I take that as a consequence of End of Z. Pan didn't interact with Gohan there even once, but did have interactions with Goku, and was saddened to see him go in the anime, so GT continued that.
