I'd say it's safe to assume all those shows are in the same universe. The bigger question is if the old history shows (Hercules, Aladdin, even Tarzan) which seem to be connected are in the same universe as these others.
There is a clear divide with the Micky Mouse universe since Ducktales, Tailspin, Rescue Rangers, Goof Troop, ect. all co-exist.

It's likely there is just a human universe and Micky Mouse universe which may have loose continuity between them but no direct link.
The Human universe just needs it's own Tasty Paste.
