In a scenario where Kris is in a time loop and knows what's going to happen, why would they lead Susie back to their house where they know Sans is fucking their mom and they're about to be completely humiliated?
Kris is surprised and ashamed in that scene, Kris is visibly taken aback when Susie decides to leave and just as surprised when she comes back to tell off Toriel and Sans, intending to jump out the window and run away with her until the voice on the phone stops them. None of this makes sense if Kris knows what's going to happen.
This is just one example, you could point to plenty of others. It's the same problem as "Kris is the Knight" theory where if you believe it you have to assume that the character is just putting on a facade at all times and never showing their honest feelings about anything.

>Why is it not brought up again?
Why would it be? We already know Ralsei is hiding information from us and is clearly dedicated to maintaining kayfabe.
>Why does Kris not move like this at any point prior to Chapter 3 or afterwards again in Chapter 4.
What? There's at least one notable instance of Kris acting on their own every chapter, usually several. At what point would they need to do something like this again?
Us not being able to see exactly what Kris is doing is also the norm, just like we can't hear what they're saying. Kris appears to be standing in their stoic default position while we're told that they're laughing or smiling or screaming. It's a rule that we're not allowed to see them as their own person/character while we're "controlling" them, with rare exceptions.
