You CAN clear a marker before getting any kills on it. It just does nothing if you can't then score a kill plus stand on said objective that turn.

Martyrs outdoes that though, that tac op is also something that just happens as you play and won't cost any actions. If they win the fight for that objective, in which they have an extra action to spare, they get full tac op points, and more importantly they can score it more easily on markers they can easily reach. It works even better on other crit ops too.

>if enemy spends the effort to kill it, you gain more VPs
>they still can't loot again this TP
>if they ignore it entirely you have a guy on the objective for next turn as well
On another unrelated note, arbites makes for a pretty potent support for inqy agents. They have a comms operative that the team needs, can shoot into melee still, and subductors are mean.
