Because as i said earlier NATO can be beaten even in conventional warfare and there is more profitable just took initiative on own hands rather than making ukranny campaign in 10x scale and turning it in some 1984-style war. So nukes is inevitable and NATO fears such escalation. Because both sides would suffer from unsustainable losses no matter all our nukes hit NATO countries or 95% same in the other side no matter how many nukes we intercept even 1 warhead would be a death sentence for Monke and the system.
