It's simply to justify it not evolving offscreen despite a year of training. Every one of the trio's Pokémon will evolve to their final forms, otherwise Fuecoco would not have evolved at all as it's vastly more popular than both its evos, and Crocalor is less popular than Skeledirge anyway. Same for Quaxly, its whole line is unpopular but Quaxwell and Quaquaval are basically poison yet they let it evolve.
