I'm not saying LW isn't having a significant effect, just that there has to be another significant factor as well. It's not a linear correlation between a 98hu's role in LW and their listed popularity with the minor fanbase. Going by what >>49919631 said, I would expect Chiyuri and Yumemi to be the next two. Chiyuri is there but Yumeko, Elis, Mai, and Kana are all before Yumemi.
Even Ellen is on the list and I doubt Next Ninja, Good Smile or ZUN want people to remember she exists to avoid flirting with legal issues.
