That's for smurfs playing well below their real rank. Then when they climb up again they put flash back on and default to tp in most matchups.

Yeah E flash is very good would recommend.
It's a shame though that this means in current league there is zero flexibility for Shen in summoner spells. He has to take teleport or he's griefing, and Flash is just blatantly better than Ghost in 99.99% of games.
