It's definitely intended. Because if there's already burghers of your culture in the province, you can't build these buildings. Plus they gave banking countries their own made-up cultures, specifically so they can build anywhere.
It doesn't really weaken the host country since they barely employ anyone. And I think you can delete them? But the AI doesn't do that afaik
