The main problem is that the game is a fully meta driven powercreep kusoge, but still wants to maintain the illusion that it's not one instead of embracing it's identity.
In korean pvp kusoge almost every new unit is meta defining and there is an implicit respected agreement between the players and developers where the players pay for power and the developers provide it.
In HSR they rely on trickery like rugpulls, targeting specific units, and using endgames that obscure the weaknesses of units to scam people with weak characters instead of simply giving the players what they want (strong characters). It costs nothing to make a character strong, 15 minutes of an intern filling an extra digit to the stat value is enough. But they still don't want to do it either because they want to convince themselves that their "art" is what sells the game or because they simply get their rocks off on tricking and feeling superior to the players.
