The problem with RE3make Jill is it tries to have its cake and eat it too. Make her more modest or more serious but still try to visually evoke the classic outfit.
It also doesn't help that this version of Jill just has a wildly incongruous personality compared to the amiable professional she usually is in every other entry including the original RE3. Not like Chris where he was always kind of a dumbass meathead even when he was just the obligatory "we watched Top Gun like 10 times" macho male lead that was all over Asian media in the 90s that he was in RE1, or Leon where they've made pains to try to reconcile his original RE2 personality with his later more popular RE4 version, like the Darkside Chronicles version.
Tank tops work but the girl has to be wearing something over it. So you get the proper effect of when she finally takes off her jacket or loses her overshirt and is down to just the tank top. Just running out the door in a tank top is boring. Maybe giving her plunging cleavage or her RE1/RE5/Revelaitons ass was out of the question but I think maybe losing the undershirt, a tactical harness with a bustier-corset effect(belt under the tits), maybe a little midriff? Honestly I think even a tight t-shirt with a bit of tummy would've been more visually interesting than another tank top heroine.
It was 1998, peak 90s/y2k fashion was all about baring skin and the original outfit was "justified' under the idea she had to haul ass out of her apartment with no time to prepare other than grabbing her gun, but was otherwise not unusual for young women to be wearing.
Hell I fucking lived that era, girls were going around in bikini tops with baggy pants. It might seem scandalous now for how much women like to cover up in the 2010s wearing sweaters and baggy tops even in hot weather up until the Y2k revival, but that was just fashion trends.
