Most of the customers buying these whores in Japan are Taiwanese or Chinese. The demand is not as high for Koreans, despite having more money and similar tourism numbers.
Partly because J-whores are already localized in Korea so maybe its more novel for Chinese. But the main reason is that in Korea "Japanese marketing" tends to target these incel types that want a trad wife who doesn't clash with them, but they have very low levels of masculinity and self confidence. These guys have an idealized image of Japanese women and they aren't that interested in sex tourism or prostitution.
The guys who don't give a fuck and are going full monger are a completely different demographic, probably partying in Thailand or Philippines instead of flying to Japan.
