It's an establishing chapter to setup the current team/objective and whatnot, it's just kind of forgettable more than outright bad. 20 years ago people would be hypebeast aura farm when those last few pages were revealed and pondering "woahhhh what is the akatsuki up to broooo" but that kind of thing doesn't matter anymore much if you've viewed the series before and know what happens
