there was a guy by the side of the road - standing next to the road - where the highway merges into the town streets - had a sign just saying "hungry" contemplated buying him McDonalds and felt bad that I didn't. I also saw multiple people who looked like drifters and one group of four who looks disheveled and were walking - two of them shirtless - along the highway - taking up a whole lane - not an interstate mind you - but still a 55 mph speed limit road.
