In order to preserve the original framerate of real life footage, you need to squish it down a lot more than you would something animated. I mean hell, look at the file size of that Impact-chan GIF. It's compressed as much as it can so it can fit under the 4MB limit.
(This is also why GIFs are awful for anything longer than 3-4 seconds.)
