Another day of power creep reminder.
>Skirk dumps 6400% multiplier every 15 seconds in exchange of ~3 seconds of field time.
>Yae Miko dumps ~5000% multiplier every 22 seconds in exchange for.... let's say it's around 7 seconds of field time.
But this is also tempered by Miko's ER% needs, even with a Raiden battery. Giving up ~40% atk for ~40% ER means that 5000% is actually only 4166%. (This is a reason why Raiden was so strong back in that era, you could cut some ER% stats off of Ayaka and the like.)
So apples to apples with all the knobs and dials simplified, Skirk is a 426% dps character, and Yae Miko is a ~190% dps character.
If she were re-balanced with only one change to make her a modern new world order character, Yae Miko would need an effect along the lines of "For every 1 / 2 / 3 other character in the party that has 70 or more maximum energy, Yae Miko's burst does '115% / 135% / 280%' of its original damage." That's where we're at right now.

A more serious rebalance would turn other knobs to lower the required magnitude on this Boost Burst mechanic: increase the base multipliers a little, reduce the burst cooldown a couple seconds, increase the duration on the turrets, and most importantly: give the C1 energy restoration effect built-in to the base character and replace it with some EM or something.
And you know what's really messed up, after all of that? It's really funny: She still wouldn't be on par with the Natlan power budget. Are you familiar with the problem here?
She doesn't have a modern artifact set. Modern artifact sets apply to 100% of a character's damage output. Back then, they were really stingy with it. Emblem of Severed Fate does nothing for Yae Miko's turrets, which make up a huge slice of her power budget. And the same applies to Golden Troupe, vice-versa.
