Anon...I think Vatz is honestly too retarded to pull an "I was the real evil all along" twist. Vatz trusted Randa and co. without a second thought about what Randa was doing while MIA and where she got those two devices and why new girls have them instead of her actual old squad? Another thing to consider is that Vatz was hiding like a coward when Utena went Berserk. It had no idea what was going and that Vena was actually the one in control. For being the only the other magical alien(?) in the series, not knowing what's going on with the villains isn't a good look.
