That by itself isn't a problem. The shades didn't do anything when Xiuhcoatl was around, and Ronova only did something when Xbalanque asked for a deal

Naberius was casually talking with Rhinedottir in front of the other shades while acting as if she was in control. It's clearly not just a "lol i vored a shade"

Overall the shades are just autistic about their rules, Ronova even mentions it in the trailer they can only act if it doesn't break any rules
