First, the comedy obviously. >>283271740
It IS that good. Gotenks vs Buu is one of the best fights in the manga, and Toriyama's favorite if I remember well. Not that the author is right about everything but in this case it's easy to see why he loves it. The arc has some of Toriyama's best comedy by far, next to a lot of the dark "edgy" things he can draw, making for an aesthetically interesting contrast. Buu is perfect for that role because of his shape shifting and weird abilities.

The cast is perfectly handled for a post Namek entry. Cell teases you by keeping the Earthlings and Piccolo around for them to really do nothing but whine and cry about being useless. In Buu, the main cast is a bit shrunk down, and way more focused. Satan and Buu (Fat, especially, good character) do a lot of heavy lifting. Piccolo and the Earthlings are more here for jokes and interactions which is a lot better than just getting beaten up and complaining about being useless.

It beats Cell in scale. Cell felt less ambitious in the way these fights were depicted (Vegeta vs 18 looks like what you'd get before the Saiyans arc). In contrast you're getting tons of moments where SS3 level fighters will destroy chunks of the planet.

The arc also has an interesting structure, more than Cell, maybe more than Saiyans or Piccolo too. From SoL to tournament which splits to the Buu plot but keeps going alongside it, splits again to Satan's approach while the heroes do their thing... It has a lot more different "moods" and "steps" than something like Cell where I can only "feel" two big parts that blend together, the Androids and the Cell fight. The tournament, while short, is just a really nice get-together moment and we needed more of that in Dragon Ball. Buu delivered.
