Our REMs mainly come from Wyoming to begin with. Wyoming has more REMs than China, and China currently produces 70% of REMs on Earth. Selling raw REMs to Russia wouldn't affect shit considering Russia doesn't have the ability to refine them at present, so what it would have to be is Trump promising to sell Putin processed REMs. That would, in turn, promote more refineries popping up in the US since there'll now be a guaranteed market for the processed REMs weakening China's stranglehold on the market and opening avenues for domestic uses.
