I think so too, yeah. There's eight there, and then they probably made Aurora after that and had to give her JC09. There probably just wasn't enough room to make Monch an op earlier, though they later might have changed their mind about it (presuming that spot was for her). She does appear in RLS, she works for Sciurus and she saves Courier and Matterhorn when they get captured. I could see her having a bigger role in the next Kjerag event, especially with Sciurus having more importance now, and that could maybe warrant making her an op.
