Minstrel's not really flat. Proportionally to her body, she's got fairly decent sized breasts. So she doesn't really have any reason to be envious that someone much more taller and massive than her has large boobs proportional to their body as well. Unless she's insecure about her small stature in general, which doesn't seem to usually be the case with rhea.
