I think you're right. If it was in a pure puzzle game it probably wouldn't even be that hard to figure out, but since most other puzzles in SH1 are fairly simple you get hung up on trying to find the correct order of the keys instead of realizing it's trickier than that.
It was easy for me to miss >>724125785 because I had to run back and forth between the piano and the hint on the wall and would skip over the first line because I thought it was just flavor text. If it was all presented to you on one screen and you didn't have to consider if there was something from a different area you may have to do first or whatever it'd be a lot simpler.
