This might sound like stupid questions but

1. How long is it going to be before the National Guard either kill someone or someone kills a National Guardsman? Because putting them in a potentially high risk situation with firearms (arguably making them targets for the more revolution-minded) seems to me to be just asking for trouble.

2. Say some Antifags get a little too hopped up on Destiny livestreams and kill a couple of Guardsmen in a sniper attack before being killed themselves. And that be considered an act of rebellion/insurrection and would the former be considered death by enemy action?
