Ultra technically it is a term to denote where one lived, or perhaps, where one practiced (their religion). Pagan meaning nature. Traditionally it was city dwellers with slave religion, where they where counted and taxed vs wilds men with ancestral gods, where free and uncounted (and thus untaxed).
