It's not, what it is is a 13 year old pic taken under a lamp with a shitty compact camera. It's pretty sharp but kind of ass to take a picture of unless you cover the fiber optic completely.
It blooms out if you're in direct sunlight and aiming somewhere dark, about four inches of duct tape solves that forever.
