Yoshida is just the token NTR troll character in the absence of, well, pretty much any other male characters.
Currently no one seems to be invested in him story wise, he has been portrayed as thoroughly unlikeable in P2 (basically just a government lapdog) and his "mystery man" aura has suffered greatly since he hasn't had any success in combat and he's frequently shown to be flustered or even scared.
Outside of some hail Mary plot twist about him working with Kishibe all along without trying to blow his cover, it's hard to see how the character could be salvaged.
