Under California's three strikes law only 43k people were serving sentences for it, or 0.12% of the population, 1 in 800. Probably only 1 in 5 of eligible criminals were charged under it. It allowed the government to imprison those who were massive public dangers under the reality that they are remorseless animals.
Introducing a policy of this in the federal system would prevent most violent crime if exercised harshly.
