Do you really think he even knew about this character? The only reason he made a canon version of Broly is because he was told to, if Hearts was ever on the to do list of characters to canonise then he'd be beneath Cooler, Tapion, Wheelo, Garlic Jr, Turles, Bojack, Tapion, Baby, the Shadow Dragons... And the list could go on but safe to say there would be way more characters above Hearts.
