Those pyramids took that form for a specific reason: many begin with a simply square structure, then, perhaps after a change in dynasty, they build right over it, placing a new room on top. Continue the process for a few centuries, and you get a pyramid. I'm guessing Cambodia had the same process, and even if not, it's just a stepped structure. Obviously one would want a room on top, and stairs to reach it, which leads to a serious convergence in designs
