I think you're confusing normal nuclear plants with something else (Maybe coal plants?). The radiation inside the plants doesn't normally escape in a measurable way, and those towers you see are just for heat: the "smoke" you see is water vapor. I actually work around radiation at work, and none of us see more than a few hundred millirems in a quarter. And that's well below the legal limits anyone is allowed to be exposed to. For comparison, you get about that much just living anywhere in the USA for a year. I don't know what normal plant workers are exposed to, but based on my experience, they're probably seeing similar amounts as us (which is basically none).
